President Donald Trump said Russia and Ukraine have agreed to an “energy ceasefire,” a truce that could significantly impact the ongoing conflict as attacks on energy infrastructure remain a central component of both countries’ war efforts.
“Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!” Trump wrote Sunday on Truth Social.
Ukrainian President Volodymyr Zelenskyy told Axios that Trump’s energy ceasefire announcement “was news for me.”
“But if Russians agree to an energy ceasefire, Ukraine will agree,” Zelenskyy added.

The White House referred The Washington Sun to the president’s Truth Social post when asked for a comment.
Since the start of the four-year-long war, Russia has been targeting Ukraine’s heating and electricity facilities while Ukraine has launched attacks on Russia’s oil refineries.
Trump has criticized Zelenskyy for the impact of Ukraine’s strikes on Russia’s diesel fuel refineries, a move that has further exacerbated the global fuel supply already constrained by the U.S. war with Iran.
“We told him, do whatever you want, but don’t hit the diesel fuel because there’s a big problem, big shortage. And what does he do? He goes and hits the diesel fuel,” Trump told reporters on Friday.
“He better damn well stop!” Trump added.
Several Republicans have called for an end to the war with the midterms approaching and rising fuel prices putting pressure on the U.S. farming industry.
Zelenskyy, in an interview with ABC’s “This Week,” hit back against Trump and others who have blamed him for the continuing war with Russia and the impact on the global energy supply.
“Because it’s more difficult to stop Putin than to pressure others. Because it’s more simple to speak about the prices and connect it with Ukraine,” Zelenskyy said Sunday. “When everybody in the world understands because of the war in the Middle East, the prices are rising.”
Trump announced on Friday that the U.S. had struck a deal with Russian President Vladimir Putin to “immediately” send hundreds of thousands of tons of diesel fuel to the American marketplace.
The president said that between the Russian diesel deal and the U.S.’s “TOTAL CONTROL of the Strait of Hormuz” — a key waterway for the flow of the global oil supply located in the Middle East — that diesel prices for American consumers will be “COMING DOWN, IN RECORD NUMBERS, AND FAST!”
“Russia will immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter. Additionally, based on the condition of their Diesel Refineries, Russia will then deliver, within a short period of time, 3,000,000 Tons of Diesel Fuel,” Trump wrote Friday on Truth Social.
The initial shipment of 300,000 tons, which would be about 2.25 million barrels of oil, would equal less than a day of U.S. oil usage, with America consuming approximately 20.6 million barrels of petroleum per day according to the U.S. Energy Information Administration.
Striking a deal with Russia for their oil appears to be a departure from Trump’s previous position on the issue. In September 2025, Trump called on NATO countries to stop buying Russian oil and put 50% to 100% tariffs on China for its purchases of the Russian energy source.
“It greatly weakens your negotiating position, and bargaining power, over Russia,” Trump wrote on Truth Social at the time, in a post addressed to the NATO nations.
Congress also just passed a new law, named after the late Sen. Lindsey Graham, that would sanction the biggest countries buying oil from Russia.
